He was Minister for the Environment, Spatial Planning and Energy (2013-2015), Secretary of State for the Environment (2004-2005) and for Science and Higher Education (2003-2004). He was also a member of the Portuguese and European Parliaments.

Professor of International Relations at the University of Coimbra and researcher at its Centre for Social Studies. She was a visiting researcher at the African Studies Centre at the University of Oxford and at the Universities of Westminster and Monash. Her research focuses on peace and violence, security, development, global interventionism and foreign policy. She holds a PhD from the University of Cambridge. Member of the Lisbon Club.
