Invited Professor at the Catholic Portuguese University, NOVA Lisbon University, and the University of Évora, where he heads the College for Transformation and Leadership. His work sits at the intersection of public policy, sustainability, and strategic foresight, specialising in designing governance strategies that respond to complex global challenges. He previously served as the Secretary of State for International Trade and Foreign Investment and as Under-Secretary of State to the Minister of Foreign Affairs. Bernardo is a member of the Board of the Clube de Lisboa.
