United Nations Under-Secretary-General and Executive Director of UNOPS, positions he has held since 2023. Previously, he directed the OECD Development Co-operation Directorate and led the Secretariat of the Development Assistance Committee from 2016 to 2022. He also served as Portugal’s Minister for Environment, Spatial Planning and Energy, Secretary of State for Science and Higher Education, Secretary of State for Environment and Spatial Planning , and as a Member of the Portuguese and European Parliaments (where, as standing rapporteur on climate change, he authored the legislation that created the EU CO2 Emissions Trading Scheme). He held climate finance roles at UNDP and has taught at Portuguese universities and Sciences Po. In 2011, he founded and led the think-tank Platform for Sustainable Growth.

Professor of International Relations at the University of Coimbra and researcher at its Centre for Social Studies. She was a visiting researcher at the African Studies Centre at the University of Oxford and at the Universities of Westminster and Monash. Her research focuses on peace and violence, security, development, global interventionism and foreign policy. She holds a PhD from the University of Cambridge. Member of the Lisbon Club.
